As religious riots swept India more than a year ago, Khursid
Ali was dragged from his family's two-room apartment in a Muslim
neighborhood here by a dozen men, including police officers, and
thrown in jail. He was held for nearly a month, he said, all the
while maintaining he had done nothing wrong.
When he was finally released from prison, Ali said, he went to
reclaim his job as a gardener with the city, "but they said, `You
have no right to live in this country, let alone seek a job here.' "
He still has to make court appearances in connection with the cases
against him - he has been charged with arson and assault - and when
