Whether to drive or take the bus is the question. Had policies
favoured public transport a decade ago, this would not even have to
be considered.
It is not too late for the State Council to endorse a document
from the Ministry of Construction calling for preference to be given
to public transport in terms of the development of urban traffic
strategy, with Premier Wen Jiabao and Vice-Premier Zeng Peiyan having
emphasized the importance of public transport as a means for easing
traffic jams.
Wen said it was a correct strategy to make public transport a top
