If there is a worse foreign policy botch than Haiti, nothing comes to mind. By comparison, Bosnia is a muddled success, North Korea is a model of consistency, and Somalia was a triumph. Elsewhere - Russia, trade with Japan - things may not be going swimmingly but the word "debacle" cannot yet be applied. Only Haiti fills that bill.

In the past year, hundreds of people have been killed by the Haitian military regime's paramilitary buddies - and with methods unknown in that country until recently: decapitation and the mutilation of bodies. The wives of dissidents have been raped, and whole neighborhoods have been torched to get a single suspect.
