Prime Minister Benazir Bhutto said today that Pakistan will
reject the Clinton administration's proposal to control the spread
of nuclear weapons in South Asia because it asks her country to
suspend its nuclear program but does not ask India, Pakistan's
neighbor and foe, to do the same.
The proposal, which calls for Pakistan to cap its development
of nuclear weapons in exchange for receiving advanced U.S. fighter
planes, is being carried to Islamabad by U.S. Deputy Secretary of
State Strobe Talbott, who is scheduled to arrive here Friday. Talbot
briefed Indian officials on the proposal today in New Delhi, where
the plan has also come under harsh criticism.
