Article: Federal Government Needs to Extend A Helping Hand to District's Economy

Almost everyone, it seems, thinks it's a good idea to have the Congressional Budget Office and the General Accounting Office go over the District's books to ascertain how the annual federal payment to the city is being spent and why the city is having such a devil of a time with cash flow and budget shortfalls.

That's basically what members of Congress want to know. Their requests to the CBO and GAO appear to be one more step in Congress's resolve to tell the District how to spend its own money. D.C. Mayor Sharon Pratt Kelly and other city officials - having no choice - are prepared to cooperate in what could amount to a further mockery of home rule.
