Article: Shying Away From the Poll Position; Some Health Plans Resist an Effort to Find Out if the Customers Are Happy

The federal government is having a difficult time persuading some major health plans to join a nationwide survey of patient satisfaction.

The survey is intended to provide comparative information about hundreds of health plans that participate in the Federal Employees Health Benefits Program. It has been proposed by the Office of Personnel Management, which manages the health benefits of government workers, and the not-for-profit Center for the Study of Services (CSS), which publishes Washington Consumers' Checkbook magazine.

The results will be made public to help people decide which plan to join, OPM and CSS officials said.
