In recent months interest in the question of capital gains
taxation has been intensified by the effect of two developments: (1)
more people have been making capital gains than in some years, thanks
to a bullish stock market; and (2) capital gains are being subjected
to sharper scrutiny by the income tax authorities than in some years.
The conjunction of these two developments is not surprising, although
the latter has probably been facilitated by the fact that the
Taxation Division has bored its way out of its backlog of work and
now has more time for "contemplative" administration. Public concern
