Sharp public criticism over the case of Aldrich H. Ames has
aggravated an identity crisis at the Central Intelligence Agency,
which faces turmoil and uncertainty unprecedented in its 47-year
history.
In interviews over the past three weeks, former CIA directors,
current and retired agency officials and key members of Congress
said the humiliation of the Ames case highlighted a broad range of
problems now besetting the agency. Many said that after the Cold
War, the country's first intelligence agency needs a new sense of
mission and new marching orders in a world far different than the
one for which it was created.
