CIA Director R. James Woolsey first ruffled feathers on Capitol
Hill last May during closed testimony when he sternly instructed
senators - pointer in hand - how their budget cuts had "decimated"
the spy agency's operations and would have to be reversed.
Woolsey subsequently tussled with lawmakers over the CIA's
critical appraisal of exiled Haitian President Jean-Bertrand
Aristide, the CIA's insistence on keeping secret the total size of
the U.S. intelligence budget and Woolsey's demand for swift
development for a new generation of costly spy satellites.
