A month ago, federal officials declared a cooling-off period in
their dispute with Virginia over car pollution tests in the
Washington suburbs. Yesterday, two environmental and health groups
filed suit, trying to heat things up again.
Their lawsuit seeks to order the Environmental Protection Agency
to punish Virginia for not drafting an acceptable plan for
toughening car pollution tests. Cars are the single largest cause of
air pollution in the region.
The suit was filed in U.S. District Court in Richmond by the
Sierra Club and the American Lung Association.
Federal law requires the EPA to freeze the state's $400 million
in annual federal transportation money and block new road ...
