Under new rules scheduled for release this week, mail carriers can drive around with political bumper stickers on their cars but must cover them up when they deliver mail. A Cabinet officer will not be able to solicit political contributions in a speech, but may contribute a worn-out cowboy boot for auction at a campaign fund-raiser.
