Article: Tax hike appears likely for Elanco residents; Options outlined to offset $3 million shortfall

The first tax hike since 1997 looks more and more likely for property owners in Eastern Lancaster County School District.

On May 19, Elanco Superintendent Larry Burkhart told the school board, "I'm here to tell you, we need to be raising taxes or we're going to have real budget problems."

Burkhart presented a tentative 2003-04 budget with $32,993,481 in expenses against $29,944,873 in revenue. He outlined two possible scenarios -- a .5 mill tax hike and a .64 mill increase -- to offset the $3 million shortfall.

Even with the smaller tax hike, said Burkhart, the district will be forced into "deficit spending," dipping into a surplus which he estimated at $4 million.
