Most politicians would love to be in Dave Clarke's position, so
why does he often look like a man doomed to reelection?
In a year when incumbents across the country are under siege and
D.C. voters already have dumped their mayor, the D.C. Council
chairman drew no opposition in the Democratic primary. Unless
something dramatic occurs to rewrite the script, he is likely to be
returned next week to the office he has held for a total of nine
years - nearly half the life of the District's home rule government.
But Clarke, 51, increasingly has appeared to be the reluctant
