Lancaster County Convention Center officials are ready to start building a new convention center in downtown Lancaster, and in advance of a crucial meeting next week, they are blaming their private-sector partners for a lack of progress on the project.

Penn Square Partners, owner of the Watt & Shand building, is dragging its feet on its half of the $120 million project that has been touted as the keystone of downtown revitalization, said David Hixson, the authority's executive director.
