Lancaster County Convention Center officials are ready to start
building a new convention center in downtown Lancaster, and in
advance of a crucial meeting next week, they are blaming their
private-sector partners for a lack of progress on the project.
Penn Square Partners, owner of the Watt & Shand building, is
dragging its feet on its half of the $120 million project that has
been touted as the keystone of downtown revitalization, said David
Hixson, the authority's executive director.
The statement on Friday was the first display of disharmony
between the authority and Penn Square Partners since the convention
