Voters in Norway have rejected membership in the European
Union, results of Monday's election showed this morning, leaving
their country the only significant trading state of Western Europe
outside the expanding economic powerhouse.
With the vote count nearly complete, opponents held a solid
margin of about 4 percentage points. Prime Minster Gro Harlem
Brundtland, who led the campaign for membership, conceded defeat on
Norwegian television moments after leaders of the opposition claimed
victory.
Norway's vote was striking in light of earlier decisions
to join by its Scandinavian neighbors, Finland and Sweden. Most
