TOP GOALS: Lancaster Mayor Albert B. Wohlsen Jr. set three top priorities for his administration to settle before the end of 1979: 1) Solve continuing problems in Lancaster Square, 2) Find a tenant for the vacant Hess' building on the square's southeast corner, and 3) Implement the Barton-Aschman parking study, which proposed a sticker system for curbside parking in neighborhoods.
