House Democrats yesterday charged that Republican plans to
deny congressional funding to 28 caucuses would not save money or
reduce staff but would hamper advocacy on behalf of minorities and
wipe out one reliable source of independent legislative information.
At the first of two news conferences Democrats held yesterday
to express their fury at Republicans, outgoing Black Caucus Chairman
Kweisi Mfume (D-Md.) denounced the proposed changes as "an assault
on diversity in the Congress and an attempt to disempower
communities through congressional ethnic and philosophical
