Article: Impact Study Ordered for D.C. Islands; Judge Backs Foes Of Children's Park

A federal judge ordered the National Park Service yesterday to conduct an environmental study of land in the Anacostia River that it gave to the District so that a children's theme park could be built there.

U.S. District Judge Paul L. Friedman chastised the Park Service for transferring the land - Heritage Island and the southern part of Kingman Island - two years ago without conducting an environmental assessment or an impact study. He said the Park Service violated the National Environmental Policy Act.
