A federal judge ordered the National Park Service yesterday to
conduct an environmental study of land in the Anacostia River that
it gave to the District so that a children's theme park could be
built there.
U.S. District Judge Paul L. Friedman chastised the Park Service
for transferring the land - Heritage Island and the southern part of
Kingman Island - two years ago without conducting an environmental
assessment or an impact study. He said the Park Service violated the
National Environmental Policy Act.
In an acknowledgment that the agency no longer has control over
the land or its development, Friedman assured opponents of the
National Children's Island theme park that he will hear ...
