Article: Is it a tax hike or not?

TO THE EDITOR:
The article headlined "Manheim Township approves new budget with
no tax hike" (Intell, Dec. 14) says "the tax hike is expected to
bring $1 million in additional revenues into the township."
Which is it? No tax hike in Manheim Township or no property tax
hike in Manheim Township. I would think that a $42 increase in the
occupational privilege tax is a tax hike. Is this increase designated
for a specific purpose or not? If not, then it's a tax increase that
would be no different than a property tax increase. Was this a
substitute for a property tax increase? If so, ...
