Almost 40 years ago, Millie Sloane was a leader in a campaign to establish a health department in Lancaster County. While details of that failed effort now elude the 81-year-old Sloane, feelings of frustration remain. She's particularly amazed that the county its population approaching 500,000 still lacks an agency charged with disease prevention and health-emergency preparedness.
