HARRISBURG Former Lt. Gov. Bill Scranton began his "Road to
Reform" tour Monday, and he might even say what he'll do if he's
elected governor. For the past year, Scranton has been sure his
experience, lineage and the fact that he finally really wants to be
governor made him unstoppable. So sure, in fact, that he never
bothered to say anything more substantive than the ex-football star
who now leads him in the polls and the Republican State Committee
