Article: White House `Intrigue and Calculation'

Just hours after President Clinton scolded Washington as a place of "intrigue and calculation" where "powerful people maneuver for position and worry endlessly about who is in and who is out," his White House staff showed how right he was.

The big concern yesterday among the new White House staff was not Iraq, not the budget, not even Zoe E. Baird's confirmation battle (although that was much discussed among the sharply divided staff).

The biggest concern was who is getting what desk and where would it be.
