Judge unseals investigative panel's report, which blasts county
officials' secretive handling of Conestoga View sale.
The Lancaster County Commissioners secretly manipulated the sale
of the county nursing home, including the hiring of one of the key
administrators responsible, a grand jury report revealed today.
"The grand jury clearly documents a betrayal of public trust by
those who were elected to represent the citizens of Lancaster
County,'' said District Attorney Donald Totaro, who coordinated the
grand jury probe.
In a 37-page report, issued shortly before noon, the grand jury
