New cap prescribed for landfill Stoughton may be responsible for estimated $3M cost Jessica Fargen The Patriot Ledger STOUGHTON - The Stoughton landfill that was capped nearly three decades ago may need a new $3 million cap before it can be developed.

The town owns the 33-acre site on Page Street, but leases it to local developer Conroy Development Inc.

It is still unclear who would have to pay for the new cap and who would be responsible if there is any leakage from the landfill, said Town Manager Jeanne Fleming.
