They waited an hour and a half for a quorum, and the microphones were screeching with feedback.

But once they got going, they made up for lost time. About 300 Rockland residents tore through 68 special and annual town meeting articles in two hours last night.

Few articles prompted debate, and the finance committee's "zero- increase" budget of about $38 million passed with ease.

The night's biggest controversy involved a $1,594 passport photo camera for the town clerk's office.

"I think the people who came to town meeting basically left it in the hands of the finance committee and board of selectmen," Selectmen Chairman Larry Ryan said.
