That encounter between the popular young president and the older
man, a populist with a reputation for occasionally erratic behavior,
was mighty important to Bill Clinton's political future.
Nope, this column is not about the Vancouver summit. It's about
the cross- country shouting match last Thursday between Clinton and
Ross Perot. In world-historical terms, Perot counts for little
compared with Boris Yeltsin. But the competition between Clinton and
Perot for the hearts and votes of Perot's constituency defines one of
the most important dynamics in American politics. It could also have
a powerful effect on how much Clinton will be able to do for Russia
over the next three years.
