The state has said the developer of a 280-unit apartment complex along the Neponset River in Quincy does not have to prepare a key environmental report, which would have further slowed the project. Environmental Affairs Secretary Ellen Roy Herzfelder has said the project does not require an environmental impact report, a lengthy process designed to protect environmentally sensitive areas.

"This project presents an excellent opportunity to revitalize an underutilized area of Quincy while enhancing public access and open space connections along the Neponset River," she wrote in a June 14 letter.
