The mansions along St. Charles Avenue are still intact. Many look like they barely suffered a scratch when Hurricane Katrina blew through. So is the French Quarter, with its balconies and courtyards. And that is a good thing. But the New Orleans I left behind likely won't come back, and that might present an opportunity. The people who rebuild this city need to take an honest look at the mess the Big Easy was, even before the storm hit, if they want to rebuild - as President Bush said Thursday night - on "higher ground."
