Article: Rehnquist Points Up Need To Improve Federal Courts; Chief Justice Urges All Branches to Cooperate

Judges must work with the incoming Clinton administration and the new Congress to improve the federal court system, Chief Justice William H. Rehnquist said in a year-end report yesterday.

"The central challenge is to blend . . . sometimes conflicting perspectives into a responsible policy that will best serve the national interest," Rehnquist said. "We will fail in this endeavor, however, unless we work cooperatively."
