Judges must work with the incoming Clinton administration and the
new Congress to improve the federal court system, Chief Justice
William H. Rehnquist said in a year-end report yesterday.
"The central challenge is to blend . . . sometimes conflicting
perspectives into a responsible policy that will best serve the
national interest," Rehnquist said. "We will fail in this endeavor,
however, unless we work cooperatively."
Rehnquist, the nation's highest-ranking federal judge, reaffirmed
"the judicial branch's commitment to frank communications, as well as
its desire to work closely with the other two branches of government
in dealing with challenges facing the judiciary during the
