Rep. Roscoe G. Bartlett (R-Md.) falls silent and somber as he
thinks over his brief but troubled life as a freshman in the U.S.
House of Representatives. "Is it fun?" he asks himself aloud, and it
takes a while for the answer to come. "I guess, on balance, I'd have
to say no, it's not fun.
"That doesn't mean it's not satisfying," he adds quickly, a touch
of combativeness in his voice. "And it doesn't mean that I'm not
going to hang in. But the frustrations tip the scale just a bit. . .
. It's both the best job and the worst job I ever had."
For Bartlett, who represents Western Maryland's 6th District, the
