Hacking and waddling along, Americans have fanned out in search of a health care system that works. Since Congress has been stupefied by the scope of the problem, states are taking matters into their own hands. They should. America spends twice as much on health care as the average industrialized nation. It ranks 22nd in average life expectancy, 25th in infant mortality.

The rolls of the uninsured stand at 44 million, and three- quarters of them work. Millions more are woefully underinsured. At its current rate of increase, a family health plan that now costs $13,000 will cost $30,000 less than a decade from now.
