President Bush made immigration reform his main domestic issue
when he gave a live prime-time address in May touting his vision for
increased security and enforcement. He called for "earned
legalization" for the millions of otherwise law-abiding people who
live and work in the United States without authorization.
The House and Senate both passed immigration reform bills. Reps.
Charlie Bass and Jeb Bradley, both New Hampshire Republicans, voted
for the Border Protection, Antiterrorism, and Illegal Immigration
Control Act of 2005. The bill focuses entirely on border security and
