The leaders of Bosnia's Serb and Muslim factions signed an
agreement today to restore water, gas and electricity to Serb-
besieged Sarajevo, that, if carried out, would clear the way for
Muslim participation in crucial Geneva peace talks later this week.
The talks would focus on a Serb-Croat joint plan to carve Bosnia
into three small states, each controlled by a faction in this three-
sided war. While Bosnia's Muslim government rejects the partition
plan, the international community has put increasing pressure on it
to agree to the division of the country as the only way to protect
the Muslim majority from being wiped out.
