Under a clear sky and blazing sun, the swollen Des Moines and
Raccoon rivers began to recede today after devastating large parts of
this city and surrounding communities where 250,000 residents will be
without drinkable tap water for a month.
As city officials and emergency workers struggled to contain the
damage and hoped that the worst was behind them, some residential
neighborhoods of West Des Moines, one of the hardest-hit areas,
remained covered with up to six feet of water.
Water also covered about a four-block stretch of Court Avenue in
downtown Des Moines, an entertainment district of bars and
