OLYMPIA - Not too many people remember that the citizens of Washington once overwhelmingly voted for an income tax. The year was 1932, and the state's farmers were plumb fed up with a system that raised most of state government's money through property taxes.

So they banded with other disgruntled landowners and pushed through an initiative imposing a graduated income tax, much like the federal income tax, that would have taxed the wealthy more than the poor. It passed with 70 percent of the vote.
