Northern Virginia has lost its swagger.
The strutting, vainglorious adolescent that sprang up with such
fanfare in the 1980s lately has grown into quite a different adult -
square in its cultural tastes, brooding and uncertain about its old
dream of becoming a glamorous urban dynamo.
Although the region's economy shows signs of improvement, many
civic leaders say the recession has left behind a lasting change in
Northern Virginia's image and aspirations.
In the '80s, Northern Virginia declared its independence from an
indifferent national capital to the north and a suspicious Old
Dominion establishment to the south. This "New Dominion," they vowed,
