Article: Black Rock backers build reservoir of support

SUNNYSIDE -- On a recent spring evening here, Granger farmer Tom Carpenter hoped to make a connection with 13 ordinary people on the need for the Black Rock reservoir.

"You and I exist because we have been able to sustain our lives with the irrigation system built 100 years ago," Carpenter, a folksy, bearish man, told a Head Start board that sets policy for the Washington State Migrant Council.

"Now we're running out of water. We need a system for the next 100 years."
