The National Park Service opposes a bill that would preserve Civil
War battlefields in the Shenandoah Valley by making them parkland,
according to the agency's deputy director.
John H. Reynolds told a Senate subcommittee hearing in Washington
this week that the proposed legislation places too much burden on the
federal government instead of placing it on local governments.
The Senate version of the bill was cosponsored by Sens. John
Warner (R-Va.) and Charles S. Robb (D-Va.). In the House, it was
sponsored by Rep. Frank R. Wolf (R-Va.).
Reynolds said the agency would be sending the wrong message if it
protected the 1,140 acres of land mentioned in the bill.
