Even award-winning principal Marjorie L. Myers was misled about
the public school labeling game launched by the No Child Left Behind
Act. She thought Arlington County's Key Elementary School, which she
has led for 11 years, was on the "needs improvement" list, but it
turns out it isn't. She missed only one reading target for one year,
which a close examination of the detailed Virginia Department of
Education Web site shows is not enough to land her on the dreaded
watch list.
