Rats, those vile vermin that make us shudder with revulsion, are
thriving in the District and Montgomery County, prompting an increase
in complaints from residents who would sooner barricade themselves in
their homes than risk another encounter with the creatures.
"We estimate that there are two rats for every person in the
District," said Frankie Cox, acting chief of the office of education
and outreach for the D.C. Department of Public Works.
She said that her office logged 4,844 rat complaints from
Washingtonians in the last fiscal year, compared with 4,887 in the
previous year, not counting repeat complaints from people who called
