In attempting to dissuade Congress from passing a balanced budget
amendment to the Constitution, The Post actually makes a solid case
as to why the initiative should be approved {"A Sloppy Way to
Govern," editorial, Nov. 1}.
With the discipline imposed by a balanced budget amendment,
Congress would not be able to resort to hocus-pocus to meet budget
targets - a practice that The Post rightfully condemns.
Just as the 1988 military base closure law succeeded in putting
national interests over parochial interests, a balanced budget
amendment would force members of Congress to make tough choices among
programs and prioritize spending. The onus will be on the special
