The White House is headed for a clash with New York state over
President Clinton's health care proposal, and the state has two
powerful weapons on its side: Gov. Mario M. Cuomo, a leader in the
Democratic Party, and Sen. Daniel Patrick Moynihan (D), chairman of
the Senate Finance Committee.
Cuomo and Moynihan have told the White House they will have a hard
time supporting the White House's health care legislation if it does
not include changes in the costly Medicaid program that the
administration has so far resisted.
At stake for the state is an $11 billion annual payment New York
taxpayers make to help pay for medical care for the state's 2.9
million Medicaid recipients, a payment that ...
