Article: White House, New York at Odds Over Health Plan; Cuomo, Moynihan Say State's Share of Cost of Medicaid Program Should Be Reduced

The White House is headed for a clash with New York state over President Clinton's health care proposal, and the state has two powerful weapons on its side: Gov. Mario M. Cuomo, a leader in the Democratic Party, and Sen. Daniel Patrick Moynihan (D), chairman of the Senate Finance Committee.

Cuomo and Moynihan have told the White House they will have a hard time supporting the White House's health care legislation if it does not include changes in the costly Medicaid program that the administration has so far resisted.
