Article: School: Clothing vouchers for poor children have paid dividends over the years

THERE was a time, and many older people remember it, when poor children dreaded the start of school and dropped out as soon as they could. They simply couldn't dress well enough to feel comfortable with the other children. They stuck out like sore thumbs.

For more than a quarter of a century now, the state of West Virginia has been doing something about that by giving the parents of poor children a little bit of money for school clothes.

The state's school clothing voucher program, begun in 1974 by former Gov. Arch Moore, has been maintained by succeeding administrations. But it has remained relatively small by government standards.
