Trooper trouble

We've said it before: West Virginia State Police troopers deserve better pay and the benefits that come with it. Without it, we'll continue to see declining numbers and a prolonged exodus of well- trained officers to better paying jobs.

But we also find last week's decision to switch 140 troopers into the more generous of two State Police pension plans troubling - only because it was made solely by the Consolidated Public Retirement Board, itself a non-elected body.

The decision was apparently made despite opposition from a hearing examiner and the board's lawyer. There also was no legislative involvement.
