Less than a week after it was dismissed under odd circumstances, Charleston police refiled a drunken driving charge against the brother of one of the Kanawha County sheriff's top aides.

The dropped DUI charge against Frederick A. Rhodes, 41, of Yawkey sparked investigations in the Charleston Police Department and the Kanawha County Sheriff's Department. The charge was reinstated Tuesday.

Prosecutor Mike Clifford's interest in the case when it was dropped last Thursday raised questions about whether Shirley Cottrill, Rhodes' sister and the sheriff's human resources director, used her relationship with Clifford, Tucker and their employees to help her brother get out of legal ...
