WASHINGTON - National Zoo director Lucy Spelman told a panel investigating animal deaths that the nation's only federally supported animal park is struggling with "failed facilities," aging animals, a shrinking staff and insufficient funding.

Spelman, who became director three years ago, listed her priorities as "animals, funding, staff and facilities." She said on Wednesday the amount of money the zoo can generate is limited because it doesn't charge admission and gets 70 percent of its support from the federal government.
