Democratic gubernatorial candidate Joe Manchin has launched a plan
to give small businesses with fewer than 100 employees a 10 percent
government-funded discount on employee health care.
Manchin has moved his health care proposal to the forefront of his
agenda, featuring it in a television ad that's running in network
affiliate stations across the state.
"Health care is just too expensive and it's costing West Virginia
jobs," Manchin said in the 30-second TV spot, his second of the
campaign.
The secretary of state added he would create a "special buying
pool" for small businesses and give them tax incentives for providing
health care.
