Article: Study says roads require fee, tax hikes: WVU researchers say State Road Fund is not keeping up with inflation

West Virginia cannot properly maintain its highway system unless it increases taxes or fees, a new study says.

The state Division of Highways today canceled a plan to release the study but gave no reason.

The study by Patrick Mann, Mehmet Tosun and Tom Witt of the West Virginia University Bureau of Business and Economic Research says the State Road Fund is not keeping up with inflation.

Although the actual revenues going into the fund have increased from 1970 to the present, the fund's value, after adjusting for inflation, peaked in 1994, according to the study.

The fund's real value has fallen since 1994 and is projected to continue to fall through 2008, ...
