The state expects to hire a financial adviser by July 1 to provide
it with advice, said Lara Ramsburg, spokeswoman for Gov. Joe Manchin.
John Poffenbarger, the Department of Administration's general
counsel, said the financial adviser would not only provide the state
with advice on structuring and pricing up to $5.5 billion in pension
bonds but other bond issues as well, including up to $1.5 billion in
Workers' Compensation bonds the state may issue later this year.
Poffenbarger said on May 17 that the state Department of
Administration hoped to hire a financial adviser within 30 days. But
