Putnam County Commissioners have decided to investigate questions raised by an $18-a-year charge the city of Hurricane has levied against nonresidents.

The fee helps pay for municipal water cleanup efforts, which include sweeping state roads located outside city limits.

Hurricane City Manager Karen Lilly said the town is simply addressing an issue that will eventually sweep across the entire county.

She said Hurricane is trying to clean up storm water runoff and comply with the federal Clean Water Act of 1999.
